[Bug 123568] Scale should be per document, not global

Drawing scale is a "per document" setting. If you open a document with scale
1:5 and at the same time open a document with scale 1:1, in both documents the
measure lines show the correct values.

The dialog in Tools > Options always shows the scale, which was set in the
document from where you call this dialog, and changes in scale then effect
exact this document.
