   Verified.
   
   However, now I'm seeing a different problem.
   `api/1.2/cdns/cdn-test/federations?id=5`
   should return an empty response, not a 404.
   
   This is an inconsistency with our responses in general, but other endpoints have the opposite problem.
   They return an empty response for both path and query parameters.
