cloudstack4.1中如何选择使用本地存储？

cloudstack4.1的全局变量中只有系统虚拟机的存储可以选择本地存储，而用户虚拟机的本地存储选项没有了，还是4.1已经默认打开本地存储了？需要特别的设置吗？
另外，请教一下4.1中支持在基础网络下，可以让虚拟机拥有两张不同的网卡吗？
