Description:
There are instructions for enabling the SOAP Monitor in the FAQ at
http://nagoya.apache.org/wiki/apachewiki.cgi?AxisProjectPages/SoapMonitor, but
they are out of date and point offsite to
http://www.sosnoski.com/presents/java-xml/axis/axis-monitor.html for better
instructions. 

There are many emails to the user list asking for instructions on how to enable
the SOAP Monitor, making it apparent that the instructions are not as visible as
they need to be. Putting them in the installation guide seems only logical,
especially for users working their way through initial installation of Axis.

Patches to teh Installation guide will follow with what I believe are the
correct instructions for enabling the SOAP Monitor in Axis 1.1 taking snippets
from both cited sources above.
