[PR] build: upgrade GitHub Pages publishing action [bifromq-sites]

   ## Summary
   
   - upgrade `peaceiris/actions-gh-pages` from `v3` to `v4.1.0`
   - preserve publishing to `asf-site` from `./build` with `GITHUB_TOKEN`
   
   ## Why
   
   The v3 publishing action uses a deprecated Node runtime and causes a warning in GitHub Actions. Version 4.1.0 uses the supported Node 24 action runtime.
   
   ## Validation
   
   - `pnpm run typecheck`
   - `pnpm run check:site`
   - `git diff --check`
   
   Closes #81
