[ANNOUNCE] New ZooKeeper Committer - Zili Chen

On behalf of the Apache ZooKeeper PMC, I am pleased to announce that
Zili Chen has been elected as a committer on the Apache ZooKeeper
project. We appreciate all of Zili's hard work thus far, and we
look forward to continued contributions.
