SCOUT-43: JAXB Binding

I am thinking about adding the JAXB binding now that JDK6+ include JAXB2. I plan to create a branch from trunk called "v2" for this.

Any objections?

The JAXB support can go as Scout v2.

Sounds great Anil. It should be pretty straightforward to swap XMLBeans 
for JAXB. Go for it!
