We already auto refresh on bundle uninstall if the bundle isn't used by anyone and we do the same for all uninstalled bundles that are referenced by the bundle being uninstalled. However, that misses the case where there is a cycle in a set of uninstalled bundles. We should catch that case and if the complete cycle isn't referenced anymore we can refresh all bundles in the cycle.
