[LAZY VOTE] Drill 1.20 freeze delay

Dear dev community

Please reply if you *object* to us pushing out the freeze date by one 
week to 2021-12-16.  The motivation to delay is to try to include more 
of the open PRs that we are tracking below, a number of which are 
essentially dev-complete but not yet over the line.

In fact, since format plugins can be built and added to an existing 
Drill installation, I'll be in touch to reassess as soon as 8061 is 
done.  If we can't bundle the PDF format plugin with 1.20, users who 
need it can still build it and add it to their clusters later.

Hi all

Thank you everyone for pushing to get us to where we are now, you can 
see the results of these efforts below (not to mention other work that 
got merged).  We've got just three tracked Jiras outstanding.  8057 is 
sitting with me and I haven't found an approach that works yet so 
there's a fair chance it will need to be cut (it's old defect, not a 
blocker).  8028 and 8061 are very nearly done and their developers are 
active and reachable daily so, unless there is disagreement, I propose 
to hold off the freeze while we track these two to completion.

Already in!  Thank you for this great first contribution. Separately, 
note that the list of tracked PRs is not the exhaustive set of what will 
be merged before 1.20.  It's just a subset of work in progress that the 
community identified as being significant, and which has a major bearing 
on the freeze date that is finally settled on.

Hi James,

what do you think about DRILL-8055 ?
I finished the implementation and if the review goes well the users were able to use newest Druid Version with Drill from 1.20 on.
For one of my customers it would be great to include this because we want to add Druid 0.22 in our Cluster next Year and without this Ticket we were not be able to use Drill in front of Druid.

And I see that DRILL-8015 and DRILL-7983 have made good progress in the code review, this cut date(12.16) should be the last time.
