The existing behavior is identicial to building on Unix, so I'm adverse
to changing this. It's bad enough we can't move Apache.exe/*.dll to bin/
without messing up folk's existing understanding and expectations, I
don't want more clutter in the root directory.

I noticed that some licence and readme files were not copied to the
target directory after the build.
Perhaps the following could go into 1.3.18;
