1.3b7 available for testing

We have rolled and are about to publicly announce 1.3b7.  It is now
available for testing through http://dev.apache.org/dist/ -- we would
appreciate it if you all could give it a whirl and let us know how well it
works.

There have been a few major changes since the last release: most notably
for Win32 users, this includes a rework of the whole child spawning API
under Win32 to use the native CreateProcess API call.  This should address
many cases where people noticed hangs, or memory usage grew too large, etc
etc, though it won't fix all of them.

This is a release candidate for 1.3.0.
