Preparing for 1.6.1 release

Folks,

I have done the following in preparation for 1.6.1 RC.

* There were several JIRAs with fixVersion 1.7.0 but they were actually
fixed in 1.5.1/1.6.0. As much as I could, I modified the fixed versions
based on the commit log
* There were ~50 open JIRAs with fixVersion as 1.6.1 and I bulked moved
them to 1.7.0. Pls. go ahead and look at any JIRAs you may want to still
target for 1.6.1 and feel free to discuss their inclusion in 1.6.1

What I did miss was sending out an email before making changes to the
fixVersion of the open JIRAs. I will remember that and also add that to the
wiki page describing the steps for the release.
