I've created the JIRA issue JS2-614

It sounds like we will need to support two different versions of the 
web.xml as a command line option (-v 2.3 | 2.4)
Could you please create a JIRA issue for this ?

Please attach your proposal/patch to the JIRA issue (that way you can/should license your patch to ASF).
