Currently, the default minimum user sync id is 1000. This was set to avoid syncing system users to Ranger portal. However, in some cases even Hadoop service users like hdfs, hive, knox, etc are been created with user id less than 1000. If these users are not in the Ranger Policy Admin, then it is not possible to create policies to allow the components to audit to HDFS.

I am suggesting that we should set the default value to 0 in the install.properties. And if the user wants, then can change it 1000.
