It appears that sometimes negative numbers are sometimes represented as `long`, which I observed in https://github.com/apache/beam/pull/6602#issuecomment-429468709, opened this issue to investigate if this is a regression in 2.8.0, since such behavior would be incompatible with https://github.com/apache/beam/pull/6602 on Python 2, and https://github.com/apache/beam/pull/6602 is included in 2.8.0 release.
