I've fixed the two missing asl headers and the notice file for the assemblies.

The binary archive apache-sshd-0.7.0.zip does not appear to contain
any NOTICE file.

I've not checked anything else yet, though I notice that the
corresponding source archive has two copies of the N&L files.
