[announcement] Math Promotion to Commons Proper complete

I've finished moving the math cvs tree to commons proper and making sure 
the maven build is still correct. Math is offically out of the sandbox now.

If you are working at all with Commons Math, please go through your cvs 
checkouts and make sure your working with the tree that is now under 
jakarta-commons and not jakarta-commons-sandbox
