Run harvester which commits secretary@ attachments to svn on ASF infrastructure

For the past few years I have been running and maintaining a script which performs the task described in the summary of this issue. As this is in support for an executive officer's role in this foundation, it really should be done on ASF hardware.
I've placed a current version of the script in svn: https://svn.apache.org/repos/infra/infrastructure/trunk/tools/secmail.py. To run, it needs read access to the secretary mail archives and the read/write access to the document/received svn repository.
Ideally, this would run as a role account, and I would have the ability to sudo into that account to provide routine maintenance and in order to debug problems.
The infrastructure team will be pleased to hear that this script is in Python. :-)

- Script moved to ~apmail/bin/secmail.py
- Script edited to reflect paths on mino
- Checked out the documents/receieved folder to ~/secretary-mail/received
- Tally folder copied from Sam, and put in at ~/secretary-mail/tally
ToDo:
- Sam check script looks sane
- Sam to add cron to run at */5
