Several of the premises that this test is based on are no longer valid. Rewrite it so that instead of executing schema changes node-locally to prevent them propagating, we can have the non-cms node pause before enacting a schema change to enable us to verify that the expected exceptions are thrown. Also, local schema reset and pulling during startup are not relevant in TCM, so we can simplify the tests to ensure that a down node learns of any missed updates when it restarts.
