P.S. My application involves users uploading files to the web server through a
servlet and it supports unicode file names on diverse operating systems by
saving the file with a URL encoded name.  The same servlet serves up the files
by decoding URLs approriately and forwarding the request.  Consequently, my
application depends absolutely on the ability to serve up files that have the
percent symbol in the name.
