fix(ci): use SHA hash for linkinator action to comply with ASF policy
The linkinator action was referencing a tag (@v1.11.0) instead of the required
SHA hash, causing "action not allowed" errors in the docs CI workflow since July 2024.
Updated to use the approved SHA hash format per ASF GitHub Actions security policy.
