[I] Parquet treats unknown compression codec as uncompressed [arrow]

emkornfield opened a new issue, #53518:

   ### Describe the bug, including details regarding any error messages, version, and platform.
   
   The parquet thrift decoding maps an out of range codec value as uncompressed, we should handle it as undefined, so we can fail early instead of allowing encodings to possibly read garbage data.
