Implement facade which will send messages to cpcc coordinator 

Facade methods: startTask, stopTask, getStates and getState as filter under getStates

Metastore need to handle:
cpccPrefiix+taskId -> state
cpccPrefiix+zoneName -> taskId

definition of done:
# start cpcc task (await global state changed to INITIATED)
# start the same zone related cpcc task and failed
# cancel cpcc task, check correct state
# repeatedly cancel cpcc task, check correct status
# capable to start task with same zone after previous completion
# check current state
