This might be related to #3255. However, the bug I ran into is that my scrubs do eventually complete, but the information in compactionstats persists. My 'scrub' command does return just fine.

Granted it was probably just fine to restart the servers as it had probably completed long before the restart.  However, it's unnerving to do that when it involves production data.
