IRC chat reminder

It's Tuesday... which means at noon eastern time (9AM pacific, etc) there
will be an "official" Axis development chat on channel #ApacheAxis on DALNet
(you can use server irc.dal.net).

Several of us have been hanging out on IRC on a regular basis recently,
which has been a great opportunity for ad-hoc chats about a variety of
stuff.  I would encourage anyone working on the project to consider leaving
a window on the channel, at least when you're actively in the Axis
headspace.

The weekly meetings will still continue as well, for more focused
conversation which will be logged to the dev list.

There are a lot of potential topics for today, including:

* Session support
* The Handler / Deserializer model
* Multiple transport architecture
* Deployment / WSDD
* WSDL
