[users@httpd] Can't stop Apache2 service under Win98

I have installed Apache2 (2.0.52) on this Windows 98 system, and I keep
getting the following error:

G:\P\Apache2\bin>apache -n moo -k install

G:\P\Apache2\bin>apache -n moo -k start

G:\P\Apache2\bin>apache -n moo -k stop
The moo service is stopping.
Failed to stop the moo service.

G:\P\Apache2\bin>

Any attempt to terminate APACHE.EXE from the Task Manager hangs the system
immediately.

I had no problems running Apache1.3 (1.3.33) as a service here, so it's a
great mystery to me why Apache2 is being so though at this...

Any ideas?
