ROOT.war does not correctly unpack if contains context.xml with a path="" attribute

ROOT.war does not correctly unpack if it contains a META-INF\context.xml with a
path="" attribute set in the Context element. The context.xml gets correctly
copied to the conf\Catalina\localhost directly and named as ROOT.xml, but the
war file is not unpacked and the application is not deployed.
