CXF-BC Consumer / Provider can't accept generic properties in configurtion options.

The CXF-BC Consumer/Provider configuration does not allow one to specify arbitrary service properties as in the case of JAX-WS based configuration.  This inability to specify properties precludes the per-consumer/provider configuration of the WS-Policy based security configuration by requiring that one configure these settings on the CXF Bus level.  One must configure a CXF Bus for each consumer/provider with different WS-P based security settings.

The CXF-BC consumer and provider configuration options should include a "properties" option that sets the provided properties on the constructed Endpoint.
