   ## Is this PR related to a JIRA ticket?

   - Yes, the URL of the assoicated JIRA ticket is https://issues.apache.org/jira/browse/SEDONA-149. The PR name follows the format `[SEDONA-XXX] my subject`.

   ## What changes were proposed in this PR?

   - This PR adds a new condition to the GitHub Actions for ensuring the current code works with Python 3.10. In this PR, I added quotes to the version numbers in python.yml, since "python: 3.10" is interpreted as "python: 3.1" without quotes.

   - Tested on my own GitHub repository.

   ## Did this PR include necessary documentation updates?

   - No, this PR does not affect any public API so no need to change the docs.
