   I am seeing with both [wrk2](https://github.com/giltene/wrk2) and [nighthawk](https://github.com/envoyproxy/nighthawk) load testers that latency is lower when targed/achieved throughput is higher.
   
   ## Environment details:
   
   ubuntu 20.04 on aws m5zn.metal with k8s. Deployed with helm.
   
   
   ## Provide the expected results and outputs:
   
   Latencies are expected to be higher when system is under higher request rate.
