Release of TLP POM 18

Hi devs,

I'd like to release a new TLP pom (version 18).

The new 'features' are:
- updated plugin versions
- updated CI management URL
- updated developers section
- generation of maven site

Since we use Nexus now the release process changed, I updated the
documentation [1].

The tagged pom can be found at [2], the staging repository can be found at [3].

I'll continue to release the staging repository after the grace period
of 4 hours.

Kind Regards,
Stefan
