added logging of local and remote timestamps

Summary: added logging of local and remote timestamps
           Product: Ant
           Version: 1.6.2
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Optional Tasks
        AssignedTo: dev@ant.apache.org
        ReportedBy: dan@mojavelinux.com

It is very, very difficult to resolve ftp problems with the depend="true" flag
when there are no log statements for what ant is getting as the local and remote
timestamps.

Every time I attempt to "freshen" my ftp server with the new files, ant claims
that there are no files to transfer. Unfortunately, I don't understand how it
is coming to this conclusion. It would be most helpful to add log statements
each time the local and remote timestamps are compared.
