I think it's fine to just do this upgrade without benchmarking being a blocker.

Our benchmarking tools are a great resource to assess performance impact when we are unsure, but for package upgrades, where the package authors have carefully made important changes such as HPPC, we should just upgrade.  We cannot throw barriers up to modernizing our dependencies!
