I submitted a patch https://reviews.apache.org/r/38967 for stuffing the V1 Protobufs into the existing Mesos JAR for the time being for anyone to start playing with the new API.

For python, the change would be much more involved. Our python infrastructure in the Makefile needs some serious re-work. It's a mess to say the least. I would file another JIRA for the issues around it that I noticed while trying to make this change.
