[UPDATE] Moving forward on Apache Amaterasu

Hi guys,

while ago, we discussed and votes for Apache Amaterasu in the incubator.

I would like to provide an update about the Amaterasu incubation process.

We spent more time than expected to prepare the code donation.

Now, we are ready and we will move forward: asking infra for the resources, 
creating podling.xml, and so.
