As analyzed in https://issues.apache.org/jira/browse/AIRFLOW-4297?focusedCommentId=16822945&page=com.atlassian.jira.plugin.system.issuetabpanels%3Acomment-tabpanel#comment-16822945 , current implementation of manage_slas() has a few flaws, and is not functioning in some cases.

We need to refactor it somehow.

As discussed in [https://github.com/apache/airflow/pull/5150] , we put it as a blocker for 2.0.0.
