Since the next release of IvyDE will require Eclipse 3.4, it should probably be a good time move the updatesite to be a p2 one (http://wiki.eclipse.org/Equinox_p2_Getting_Started). I have seen some p2 sites which handle an aggregation of several ones, each final one containing only one version of the plugin. We could imagine that every old release will have a p2 repository on archive, and the new release one on dist.
I didn't see any explicit support of mirroring though. It needs some further documentation digging.
