notice that this artifact has been released with Maven 2.0.6 parent, even if its version is 1.0, before being integrated in Maven 2.0.9 to 3.0-alpha-2 https://repo.maven.apache.org/maven2/org/apache/maven/maven-toolchain/
it really looks like an old artifact that does not deserve to loose too much time on researching...
