I haven't had much time to work on it, but in https://issues.apache.org/jira/browse/HADOOP-6105#action_12727143 I suggested an approach that would give us typed configuration, including default values and some validation.  If there was some buy-in, I'd be very happy to bang out my prototype code into submission.
