SDO spec jar manifest

This is currently located in the source tree and out of date - should  
I update to use the OSGi plugin like the SCA one does?

This includes the spec version number in the manifest as well - do we  
want to do the same with the artifact id (as we do with sca)?

This would make the jar name:
sdo-api-r${specVersion}-${tuscanyVersion}.jar
e.g.
sdo-api-r2.01-1.0.jar

(you want to allow for multiple versions of the spec jar in case some  
implementation in there changes).

I committed a version of this by accident in r438750 - rather than  
back that out, I'm going to assume consensus and finish it up.
