[Vote] Make Horizon UI the official SkyWalking next generation UI, retire booster UI

Hi SkyWalking Dev Team,

As many of you have noticed, over the past three months I have been leading
the rapid development of the new Horizon UI project. During this period, we
have received a lot of valuable feedback from early users and have rapidly
evolved Horizon from version 0.3 to 1.0.0.

Horizon now provides solid support for SkyWalking 10.4.0 and has closely
bundled with SkyWalking 11+, and I believe it is ready to become the
primary UI for the SkyWalking project.

Therefore, I would like to call for a vote on the following proposal:

1. Officially adopt Horizon as the primary UI for Apache SkyWalking.
2. Focus future UI development and maintenance efforts on Horizon.
3. Move the existing Booster UI into maintenance end-of-life (EOL) status.
No further feature development, bug fixes, or security updates, including
CVE-related fixes, will be provided for Booster UI.

The Booster UI repository and existing releases will remain available, but
users will be encouraged to migrate to Horizon for future SkyWalking
releases.

[ ] -1 Do not approve (please provide a reason)

The vote will remain open for at least 72 hours.
