   Hm seems like the repo only allows specific actions to be run, and doesn't allow the `swift-actions/setup-swift` action. 
   
   This action is recommended by Github: https://docs.github.com/en/actions/automating-builds-and-tests/building-and-testing-swift so it seems reputable. Is it possible to change the repo settings to allow it?
