We experienced some errors yesterday that left JIRAs created in some 
sort of inconsistent state, in particular they seem to be missing the 
'start progress', 'resolve' and 'workflow' buttons. An example is 
https://issues.apache.org/jira/browse/QPID-4200. Is there any way to 
rectify this?
