CVS location of online docs-project files

Out of curiousity, why are the <URL:http://httpd.apache.org/docs-project/>
files in CVS module httpd-site/docs/docs-project/ rather than in
the (currently empty) httpd-site/docs/docs-project one?  If there's
no reason for it, would anyone object to my moving them to the former
location?

I noticed it because I'm looking at another HTTP Server subproject's
files, apreq, and they, too, are nested apparently one level too
deep..
