Headsup on new registered() and reregistered() semantics for frameworks

Hi framework devs,

I've created a ticket https://issues.apache.org/jira/browse/MESOS-786 to
track upcoming (likely in 0.16.0 version) changes related to framework
registration.

As this is a relatively major change, wanted to give a heads up to all the
framework writers out there. If you have any questions/concerns please
comment on the ticket.
