A recent parquet-format release also added support for a [Page Index |https://github.com/apache/parquet-format/blob/96a8f3172a3b895408d2d1b939200dd02ab8300d/PageIndex.md] making it possible to skip pages within a RowGroup.

This should be implemented by Apache Arrow.
