tar: subversion-1.0.1/configure: Cannot utime: Invalid argument

subversion-1.0.1/configure
tar: subversion-1.0.1/configure: Cannot utime: Invalid argument
tar: Error exit delayed from previous errors

Untarring the latest subversion, I am getting the above utime error.
I do not get this for 1.0.0

subversion-1.0.0/svn_private_config.h.in
subversion-1.0.0/configure

This is with cygwin and msys tar.
