Need JJAR for VelTags ASAP

downloaded the nitely src for velocity and need to build the veltags 
jarfile.  Getting JJAR is not really important.  Getting a working 
veltags is very important.


ant getjars tries to contact the web and fails becuase I am behind a 
firewall.  the link is below.  This webserver doesnt respond even when 
hit with a web browser.
	http://207.138.188.222/jjar/jjar.jar

So... How can I get jjar?  or at least get to my goal of a working
veltags.jar?
