In ARROW-14986, [~kou] updated the release scripts to use the built docs from the crossbow build for the rc / release (which are added to the crossbow "release" assets, eg https://github.com/ursacomputing/crossbow/releases/tag/actions-1300-azure-test-ubuntu-default-docs for the latest run, all built docs can be downloaded as zipped archive "docs.tar.gz"). 

We can probably use the same strategy for dev docs as well? For example have a cron job on arrow-site that downloads the latest assets from crossbow, and adds then to the github-pages branch in a /docs/dev/ directory.
