[ANN] New POI committer: Cédric Walter (cedricwalter)

Hi All

Thanks for the announcement and for making  me an official "Apache POI
Committer", I am really happy to become a committer in POI and would like
to thank POI community for helping me. I hope to contribute for Apache POI
and its success in all possible manner.
